But some of the indie developers don’t have a team so they can’t publish their app.

It's a ridiculous system. I decided to create an app and publish it on Google Play to make things easier for hobbyist friends, but I regret it. If you've been invited to become a tester, make sure you're signed in to the account that was invited to the testing program. If you've been invited to a Google Group as part of the program, make sure you've joined the Group.

Bro when i enter my phone number to Verify Google Play Console Identity it give me this message " We can't verify your phone number right now. If this error persists, try verifying by receiving a call instead", and call method does not work either, please can you help me. They will remove all my apps in the end of this month.
