Windows on Arm: FOR REAL THIS TIME! Microsoft Project Volterra

Windows on Arm has been off to a rough start, but that doesn't mean Microsoft will not continue trying to make Windows 11 on Arm a thing! It looks like they are being really serious about it now with Microsoft Project Volterra, announced at Microsoft Build 2022! This Windows Arm PC looks like just another Arm Mini PC, like a Windows Mac Mini. So is this the gateweay to mass adoption of Windows on Arm? Who knows, we barely know anything about it.

The appeal of ARM is that it's a RISC architecture where each instruction should take 1 cycle to execute. The problem though is that Windows has gotten magnitudes slower over the past few years. Every time you give developers newer, faster hardware, they write slower software. This sort of stagnation has been happening for decades at this point, but has really gotten bad recently IMHO.
