Why is Licence to Kill so underrated ?

There are definitely weak films in the James Bond OO7 franchies but Licence to Kill is not one of them ! It is the first time we see Bond go rogue in a film so dark ! Revenge is on Bonds mind and he does a great job getting it ! Timothy Dalton is one of my Favorite Bonds and I think Licence to Kill was a damn good movie !
