#4 -Program Backlog

The Program Backlog contains two types of Work Items, Features, and Enablers. Features are business functionalities that can be done in one PI by a release train. Enablers are technological work, which may set the foundation for future feature development.

The program backlog is the input for the PI planning meeting, a meeting where complete ART come together and discuss what they can do in the upcoming PI. The teams in PI planning meeting pull the Items from the program backlog and decompose these items into small work items, which can be done in iteration and develop these features incrementally.

We follow SAFe.
My Team had a question-- Why do we have iteration planning on day 1 of iteration and not on previous pay of the new iteration.

Why they came up with is question is---Sometimes there will be very small piece of work pending on previous day and the team ends up closing the story on day 1 of new iteration. These closed item on day 1 of iteration will impact in velocity . So they wanted to know why iteration planning should be on day 1 and not last day of prev iteration.

One Question. What is the preferable time frame to deliver a working software between these iterations spread under an Program Increment

In one of the statement :
Something which has reached to program backlog needs to be well refined unlike other backlog where upper items are refined than lower items.

So as per this all the items are equally refined and important . but at the end there a statement as

WSJF : It is an ROI based prioritization which is facilitated by Product Management in collaboration with various client, business owners. Thus the items which go up are part of the upcoming PI meeting.

Both are contradicitng statement . Kindly correct my understanding.
