She might not know it is hers, but knows it's a baby of her kind and likes it.

I think she recognizes that they are young tortoises and she's being gentle with them. She might also see them as her young through scent though I'm not sure about the tortoise's scent capabilities.

Even if she doesn’t know it’s _her_ baby, I think she still understands that it’s a little baby and perhaps thinks it’s cute and wants to interact with it like this

Since the babies hatched without her, I think she's simply curious and affectionate 💞

She might not know it's her baby but she knows this is a cute baby and I must boop it.

Even if it’s not direct maternal recognition, I think they do have some sort of parental feeling towards babies. Like how even if a baby is not related to us, our first instinct is usually to make sure it’s safe and cared for.
