There is nothing in the scripture that validates Nimrod as responsible for or was the King of Babel at the time of the tower's creation. That Nimrod ordered its construction and that he was a rebel against God was written by historian Flavius Josephus and is non-biblical. The bible is unclear if Nimrod founded Babal and the other cities he ruled or just ruled over it.
