.22LR velocity is about 1050 fps for standard velocity ammo.

put the dremel on a variac. make a slitted wheel in steel and put a led and a photodiode on each side to measure the rpms.
get a current transformer and measure the current peak on that xenon lamp and the 100w led. i bet you can get about 500W out of if for a few uS if not mS. Think about thermal inertia, and check the working temperature at 100W continius. I think you can get an estimate from those numbers of how much you can push it and for how long. If you have a few bucks to throw away. destructive test is the fastest way of getting that data.
