My perception is that it is the strategy of the U.S. Foreign Relations Committee and not so much the Presidents that have led us to this point in the world today.

Russia wouldn't be depicted as such a boogeyman if it weren't the world's #1 oil producer, therefore threatening the OPEC backing of the USD. If OPEC weren't exclusively selling oil for dollars the US currency would be a lot less valuable, especially when you consider how since 2008 the economy has been floated by the rapid injection of money out of thin air via the Fed and "quantitative easing".
