I do this everyday as a builder for a new/used golf cart dealership down here on the golf coast of mobile al and every single used cart we sell gets frame up refurbish all rust is treated and frame is completely repainted all suspension gets new bushings and bolts motors get cleaned and rebuilt if needed it's basically a brand new cart when im done. I also re paint all the black plastics with truck bed liner paint cause the plastic is already textured anf the spray in bed liner wont ever crack or chip or peal off the plastics and keeping it looking clean and nice and new for years to come.
