I doubt question Q13 as incorrect because in this aspect 'FEDERALISM " is the correct answer you can do research on it.
Reason is that the question says' in which political system were there two levels of government which correct answer is "federalism 'instead of "unitary 'because in 'unitary ' it's only single power are shared in the levels of government which is in "central ".
FEDERALISM -Federalism is a system of government in which power is divided between a central (national) government and regional (state or provincial) governments.
