That can be a very useful mnemonic, but the underlying idea is to show the musicians being self-aware that a transition is happening. Arrangements are conversations between instruments, and if you want to create a natural shift in the discussion you need to have the voices reacting to each other. Just like on a human level, when you're grooving with a group of people and something in the room changes and you all adjust yourself to find a new balance (e.g. if someone drops a glass, it would be weird if some people in the group carried on talking like nothing just happened). If you don't carry that sense of human interaction over when you're making music, and try to do a transition - it can come across like the instruments aren't connected to each other. Or like one person in a group trying to change the subject and nobody else is following.
