That’s actually in character for Gogeta. He was never canon before, but we’ve only seen him for a single minute in non canon movie where he didn’t mess around, and in GT, where he did. Vegito in the other hand, never messed around, he always had a goal and did everything in his power to achieve it.

He didn’t destroy Buu because he had a feeling he could save piccolo and his family, which he was right about. So he beat down Buu, made him angry with taunts ridicule until Buu got so mad he tried to absorb Vegito. Which he knew would happen, which is why he had the shield ready to go that stopped him from being absorbed. He didn’t destroy zamasu because he couldn’t, he was immortal.
