To those wondering why it is old people, the old apartment they live in only have fan as they were never meant for Aircon when they were built years ago, Aircon electric bill is also expensive for them, given how hot it is they really are forced to get out of there or die of heat

As a foreign observer, China should consider having cool-down bars or even temporary hotels. They are fairly inexpensive to pop up, if you can connect them to 3-phase power you will get so much more efficiency plus people will have their AC off at home. We have something similar to these in Canada now during heat waves and I believe they are saving lives especially among the vulnerable such as the elderly.

We Malaysians have done this for decades. We like to hangout in shopping malls for this reason.

Having moved to Germany, we had to do the same when temperatures were hitting 40 degrees and there was no AC except in Supermarket and Libraries. It is getting better in Germany with the ACs but still a LOOONNNGG way to go.
