Hitchcock's Vertigo (1958) uses CGI in its intro. Westworld (1973) has the first blend of CGI and live action.

I think it's just an optical filter that mimics digital computer graphics.

2001: A Space Odyssey (1968) pre-dates this. It used a rotating 3D vector graphic of the rotating space station's landing bay, displayed on the shuttle's monitors as it came in for a landing. Supposedly, rendering that animated 3D wireframe took weeks of computing time. What's notable about Westworld is that the CGI fills the entire screen - it's not a CGI enhancement on a portion of the screen. (Though by today's definition, the latter is also considered CGI, since we now frequently use CGI to blend live action with rendered images.)
