Rimuru used a spell to summon Greater Demons.
Diablo intercepted the summoning and took control of it to make himself (an arch-demon) and two of his subordinates be the ones summoned.
So Diablo kind of summoned himself.

I remember reading that certain scene from the novel, volume 16 where Rimuru opens up a majestic gate of Demon summoning to summon the entire demon corps, shit was epic as heck. So going from the regular greater demon summoning to straight up Demon Gate, rimuru has gone a long way

Primordials are older than Velgrynd & Veldora. It has been pointed out many times that Velzard is far older than both Velgrynd & Veldora. So, she may actually be older than the Primordials.

Diablo is considered especial even among the primordials. He can travel between dimensions at will ( he doesn’t need to be summoned) and he instantly resurrects upon death. These aren’t even skills but just something diablo can do

With Diablo I have this growing feeling that he's constantly hiding his true power even from Rimuru. Even when Shizue fought him she could tell he was definitely holding back even whilst giving her one of her toughest fight's.
