This is part of why a free economic system with minimal intervention is best (not none, monopolies are a problem, but minimal)
It reminds me of when the U.S., government wanted to release hippopotamuses into the Mississippi River to control water hyacinth and "solve" the meat crises.

FDR is seen as the hero who got America out of the depression but his policies worsened it dramatically. there is not instance of the government intervening in the lives of it's citizens and there being a good outcome

Government shouldn't pay farmers for anything. Nor should they steal their land and money. LET THE MARKET WORK.

The Soil Conservation Act was in part a response to the dust bowl crisis happening at the time of the 1930s Depression.. The farmers in the worst afflicted areas needed to plow their fields under and leave them fallow so that the ground top spoil could recover. Many of these farming families were already living at the subsistence level so the government needed to pay them. This was part of the New Deal. Public policy is always remedial.

Did FDR and his administration talk with farmers to see, in the farmers' opinions, how best to help them before enacting these subsidies? I doubt it.

I live in a farming community and things have sure changed. Used to be that the farmers with the poor folk and the town folk were the well to do. Not anymore. Farmers are the ones with the nice houses, the fancy cars, all the toys, expensive clothes, etc. They get loans for equipment and don't have to make payments, they get subsidies for every little thing and live high! ALL government subsidies need to stop! The market can take care of itself.
