I know what happened, that wall had no rebar. A 10' wall has to be designed by a structural engineer! Anything over 8' tall does. I have been pouring concrete for 25 years. Soon as I saw the wall laying over I knew what happened. The drawing should have had rebar vertically every 2' and horizontally at least every 2' grade 60 #5. Either the Contractor said don't put it in, or foundation contractor didn't put it in. Or homeowner hired someone that didn't have a drawing and thought it didn't need it! Rebar is expensive but a very important part of the work. I feel so bad, for the guys backfilling this job. We put rebar in every wall we pour!
