3 baseline builds for Scourge league start - Path of Exile (3.16)

Some build ideas to help you navigate new passive skill tree better. These builds require very basic items and it is expected of you to find better gears as you progress more.

I just opened PoB today to check stuff out and honestly I think I'm just going to wing my starter build. Probably going to go Stormbrand Hiero with that new mastery that lets brands move between enemies. Super hyped for all the changes this league and I can't wait to see what everyone makes with this revamped skill tree

To answer the ending question, I'm looking into:
A fairly straight Claw Lightning Strike Raider
Armour+Evasion stacking Champ with Preseverance, probs going impale Perforate, though enemy phys mitigation is looking like it might be an issue due to perforate's low per-spike dmg in blood form.
BV / EK Inquisitor with The Stormwall, Battlemage, trinity, hybrid life/ES with replica Soul Tether and maybe perma-RF. (This one is far from complete, but looks fun)

I opened the tree and immediately looked at every mastery skill. There’s some cool stuff in there.

1. Cremation Tornado Elementalist- pop cremation, pop tornado, charge it up, prpfit
2. Tornado shot poison balista Raider- with the 1 sec taunt on spawn totem mastery and 300% increased damage for first poisons....this will be crazy safe and fast build.
3. Armour stacking Dominating blow Giardian

Hell, anything totem is great this league, flame totem, shockwave totem and classic Chieftain totemer will be safe and smooth. Its been buffs all around.

Since we got gem info now here is an idea for Energy Blade :
1. Have a character with 0 investment in ES
2. At the start of your gaming sesion or every map(depends if Energy Blades stays on permanently or you need to recast every map) put on Body Armor with 600 ES or just couple items or use Discipline just to get enough ES to cast Energy Blades.
3. Switch to your normal gear and enjoy free flat 12-235 lightning dmg + 50% more lightning dmg if you use 2hander
So free 50% more dmg + some flat for something like Brain Rattler builds ?

Would like to point out that in your RF tree it is missing the new DoT multi cluster just above elemental overload. DoT multi also has mastery that gives 10% DoT multi if killed recently, giving the cluster a total of 37% dot multi in 4 points! Or if you need more survivability you can get the 10% less dot damage taken instead
Edit: just took a look at the pob and for some reason you have allocated Magmatic Strikes and the Life Mastery that gives reduced life recovery rate. The first one means two mostly wasted points and the second means a 0.9 multiplier to all of your life regen, 10% increased life is nowhere near worth it on a RF build.

Hey woolfio, do you think that stacking brittle barriers with one of the new keystones that limit your maximum recovered energy shield could be good? I tried but with only 20% per jewel it seemed hard reach high numbers.

I too try to figure out some scenarios for a combo of Hydrosphere, Tornado and Chain.

About Chain, the wiki says: " A projectile cannot chain to a target it has already hit. If a skill produces multiple projectiles, none of those projectiles can chain to a target which any of them have already hit."
a) Doesn't this mean, even if you could make a projectile chain three times, so it theoretically would be able to travel to the boss again, it wouldn't do so because of that restriction?

About Hydrosphere, the wiki says: "Skills can chain off the hydrosphere on their first hit. They will not chain from the enemies to the hydrosphere."
b) As the Tornado is considered an enemy, this would mean, you could not chain from it to the Hydrosphere, right?

Gonna try a double holy relic build using the new Intuitive Link gem. Thinking either Blade Vortex or Bladefall for the linked skill. Either way I just want a little robot of death.

80% is quite a steep decrease in max energy shield. Wonder if they'll hotfix it because atm it doesn't seem worth it at all. You can't stack tons of ES because you need other defensive layers as well, and the damage ends up being lackluster af.

Losing your weapon, a gem slot, and that much energy shield makes me wonder what GGG was thinking when they designed this skill. Maybe they were scared it would be too broken on release? It looks so cool too, feels bad man.
