I watched gravity falls and actually read alpha tale lore of this, the reason bill loses is because he only has control over space and time but he's low tier universal - multiversal at best, now here's where it gets interesting while yes he can control time he can't control it completely, because he had just obtained it recently and still doesn't know how, now in the show there's a way to completely kill him and that's to out smart him and erase your own memory with the memory gun so he wasn't completely immortal, while error 404 is actually completely immortal and can never be erased or die, he's considered himself the god of the multiverse for various reasons, being he can alter the world, and manipulate it's time completely causing his alternate timelines to manifest right in front of you, he also can erase or create whole multiverses in a split second in the blink of the eye, bill was only able to destroy his universe, and was only considered a danger to the multiverse, bill cypher was only a powerful mind demon which meant he doesn't have full reign over a universe until he achieved that form for the universe he was trying to take over, so he was powerful but only to universal standards, now ik i put multiversal but that's only because only Stanford considered him a multiversal threat because he didn't know the extent of bills abilities, while error 404 can do what bill cypher does but far more superior to bills abilities, which is beneath error 404, who's adapted to all of his attacks that can easily erase, paralyze or turn bill into a puppet.
