Leon wins if we follow the Resident Evil formula of the protagonist getting the convenient weapon of mass destruction that has functions which counter the abilities of the opponent.

We see it in RE3, we see it in RE4. Convenient Volcano in RE5. Convenient tank in RE6.
Serum that calcifies in RE7, the powered fist in the End of Zoe DLC. List goes on.

I'm sure he'd beat her, but she'd just keep coming back. So he'd need a counter of some sorts.

I feel like if rose were to fully master and control the mold to great use, then she would stand a greater chance, however leon has better feats, was literally recuited by the president into a privite program, faced far greater bosses and foes alike and survived two city being destroyed by bio weaponry.

Leon easily wins this match. Rose has the power and abilities but she can't fully control them yet, and she's not trained to fight or anything. She's just a teenage girl with the megamycete powers. Meanwhile, Leon is much stronger, more skilled and experienced. He has no problem killing giant bio weapons, and has been doing those for many years. So yeah, it's a no brainer. I don't think people realise that Rose has power similar to that of Wesker with her teleportation and being Able to produce mold weapons as we saw in DLC but Leon still wins cuz Rose hasn't been shown fighting at her max and is still inexperienced

Well because I’m not bias like everyone here. Rosemary. She’s a literal superhuman with powers. I mean Leon has beaten super humans before but that’s mostly gunpower and intelligence and luck and plot armour. If just them in like a fight with nothing she’d win cause she has powers built into her and he only has his fists built into him.

Leon cannot defeat Ethan then he can never defeat his daughter

If Ethan sees Leon as part of the family, then he's just going to turn around and shuffle away when he sees him.

If Leon thinks Ethan works for Umbrella, he's going to come down with a nasty case of cutscene stupidity every time he sees him.

If Leon manages to shoot Ethan ("Running off like that was reckless and stupid!"), he's just going to get ghoulishly stitched back together. If Ethan shoots Leon ("Poor deputy."), Leon will just get patched up by a slutty superspy.

In short, nobody wins.

There's no evidence that Leon is quicker on the draw in Resident Evil Remake 2 than Ethan and the idea Ethan would drop his gun when shot when he doesn't even being tossed around by super creatures.. also Eveline's "Force waves" destroyed steel as well and Ethan "Walked" up to her and resisted it. In all likelyhood if they ran into each other in a hallway they would shoot each other. Ethan would survive. Leon wouldn't. Leon doesn't display "mad dodging" skills and as for the "Stab in Ethan's leg" think of the drop he just survived. As for speed? The fast molded are as Lickers or close enough to it. The molded have massive claws. Jack destroyed a boat house like tissue paper and Ethan has survived a fall and being tossed around. Waves of force that tore people to shreds he was able to walk through like someone in a storm's intense wind.

Neither have super evasion feats. Like I said, it's likely they shoot each other. Both have the accuracy to shoot tiny weak points and Ethan shoots fast moving mutant flies which isn't easy to do. Moving targets > Stationary. I have no doubt either char lands a shot. Ethan is a bio weapon.
