Technically not a cartoon character but the Mermaid from the Patchy the Pirate segment of the Spongebob's House Party episode. She's just chilling in her little kiddy pool and even tells Patchy she'd die if she wasn't in there. Then he pokes a hole in it with his hook while you see her struggle to keep the water from draining.

Horrid Henry. I didn’t even understand why until I got older. His parents are neglectful, always favouring “Perfect” Peter, and turning down his needs. And then there’s Moody Margaret, who gets away with almost anything while he can’t. His behaviour is a cry for attention. Poor kid

Most of the time when tom chases jerry, it is because he is threatened physical harm by his owners or he is literally starving.
and then theres jerry who is just being a jerk running around the house stealing food from people

After his debut episode in Season 1, he just sort of disappeared, & whenever he does show up, he's lowkey treated like the forgotten stepchild by Finn, Jake & especially BMO, almost as if the show is throwing shade at a relic from it's early, episodic days.
They didn't have to do the boy like that...😔
