Why flame in front of laminar flow ? this would disrupt laminar flow and seems counter productive but I'm not sure.

In our lab we were forbidden from doing work with filamentous fungi on the laminar flow hoods because that could contaminate the hood filter and when dealing with pathogens it can be dangerous. It was all done on tube slants and besides a large burner. Also why burn the scalpel, wasn't it sterile already?
