It's a case of having two space motherships/airports. One above earth, one above Mars. These are kept fuelled and they refuel the ships that go between the two airports. As designated rockets transport the passengers from the motherships/airports to the planets surface, extra fuel is taken to keep the morherships/airports stocked.
