You could call their bluff if you wanted to get really involved. Tell them you’ll purchase the headstone/plot for them and have them bring you with them into the office that’s selling it and seeing if they actually ever spoke to anyone about it. If they have you can always back out but chances are they’re grifting and they’ll ditch you/never meet you/tell you the wrong location or business address.

My uncle was a crackhead and he had once told me how it was like to be addicted and to never do it. He said he loves the drugs more than his kids and would choose drugs over them any day. So these people lying about the death of their children to get their next fix is most likely whats happening, but who really knows. Sad....
