Solid rocket boosters - you know, the rockets with propellant that cannot be shut down once lighted. "Very safe". And the majority of the rest of the system is disposable. With the same cost, I thought NASA would be rethinking trips to the moon with like maybe a permanent space station for staging trips to the moon.
