This is a "ring launcher". It's basically just a large coil of wire that's connected to an AC outlet. With a changing electric current, you get a changing magnetic field. This changing magnetic field induces a current in the aluminum ring.

I wonder if sea water can be pushed against. Sea water is much less conductive but there there must be some induced current and its magnetic field must push against the original changing magnetic field.
