I needed to do three additional steps, then it worked:
1. Clear the marketplace cache, as instructed
2. Hit the download button on purchased content, only to see it continue to not download
3. Restart the device (Kindle Fire Kids Edition)
4. Launch Minecraft, and the first dialog box informs me the content is downloading.

Then I went and hit download on several other items of content, and they all downloaded quickly with no problems.

Thank you so much for the help; my brother has autism and loves Minecraft and can get easily frustrated with issues like this! Additional note: try closing out of the app completely and opening it up again. After doing what you instructed it didn't work, only until after I did that and it was instant.

But yeah, really appreciate a simple, straight-forward walk through to make this boy happy (at least until we run into another issue, lol).

My problem is where the game says download and doesnt even do anything... if you guys are having this problem to than delete and re download the game hope this helps

I FOUND OUT HOW TO FIX IT IF THIS METHOD DIDNT WORK FOR YOU ON PC, GO TO YOUR GAME FILES THROUGH CONTROL PANEL LOOK FOR MINECRAFT LAUNCHER, RIGHT-CLICK IT AND SELECT REPAIR. AND ONCE YOU OPEN UP MINECRAFT A POP UP WILL APPEAR OF THE MAPS STARTING TO DOWNLOAD!!!! HOPE THIS HELPED <3
