ignoring the plot in frozen, the song seems to be about someone who has depression or insecurity or feels like their personality wont fit the people around her (theswirling storm) and hides it by concealing it or being someone else. And later doesn't care what others think, being herself, and plans to thoroughly embrace being "free" and having confidence.
