Historically being the Commander of your Primarchs Guard is a great promotion up from 2. Captain. Felix will not be accompanying Guilliman, as he stays in Ultramar, but Cato goes with him into the Dark Half of the imperium. Cato Sicarius is fine where he is in my opinion.

Sigh can't take this video seriously when my head anon has Cato Sicaripus with his TTS voice

TTS has slaughtered many, many characters, but none so devastatingly as Cato Sicarius. It's literally impossible to take him seriously now

Doesn't matter what he does TTS turned him into a meme.

I figure that Guiliman is keeping Sicarius close bc he is mentoring him. Guiliman sees a giant reservoir of potential. Cato is the embodiment of everything that is an Astartes, but he needs a little polishing.

I saw Cato's placement as a great way to keep him relevant while still being able to flesh out guillimans story.

If anything, with him bieng so close to guilliman, I think we will see their relationship through future books without taking away from one another.

Being in the front line is never a demotion for a Astartes.
Sicarius is now at the side of the Primarch and will no doubt get to face down traitor Primarchs. Traitor Astartes. And maybe even a shot at taking down hated Abaddon of The Black Legion.

Ooh, a Victrix guard unit along the same lines as the Sanguinary Guard would be sweet.

Though this does feel like a demotion, I think Guilliman made him head of his personal guard because he trusts and favors Cato. But also because Cato inspires Ultramarines to always be their best. Inspiration has to Guilliman and his immediate staff.
I do think that due to Guilliman's love of his brother Sanguineous' sons and the way they conduct themselves, he may be looking to create a personal guard like that of the Sanguinary Guard that leads, inspires and protects. The Sanguinary Guard are inspirational to most if not all Loyalist chapters and even some renegade chapters.
Overall I think if this is what Guilliman is shooting for, then this was a master stroke decision.

Of course I, CATO SIRCARIUS, will rise to glory because, I, CATO SIRCARIUS, am the greatest space marine to grace the imperium

Turning Victrix Guars into something akin to Sanguinary Guard might even launch a new trend: new and unique Honor Guard for every original Legion. Raptors for Raven Guars? Huscarls for Imperial Fists? Wolf Guard for Space Corgis?
Yes, please!

give Sicarius his own new space marine chapter, and tada, problems solved! (for the most part lol, taking him out of the chapter as a whole is certainly going to be risky, but at the same time he'll definitely get more time to shine, not to mention his personality can be quite a contributor to his own chapter)

Finally a video about me, Cato Sicarius, because I’m the greatest in the universe, and Guiliman need me more then ever, says I CATO SICARIUS.

I think it's established that the Victrix Guard fight alongside Guilliman, although in Godblight he went on ahead to fight alone. I think Sicarius should at some point become 1st Captain, Severus has been there as a background character so if he dies leading a glorious charge or holding a position, he's found out dead but surrounded by felled foes, then you can put Sicarius there, make him Primaris and Tetrarch. That would be the best option.

Just make him the Chapter Master of a new one, name it Ultraultramarines and let him merrily go. His ego will be most pleased and would be a win-win situation for both parties involved. Problem solved.
Edit: I just realised I'm not the only one who thought the same, lol.

Are you implying that I, CATO SICARIUS, AM in the Primarch's shadow? But how could that be when I, CATO SICARIUS, am the greatest of the Ultramarines? Surely that makes ME, CATO SICARIUS at the very least equal to our glorious Primarch, and surely the post of Chapter Master belong to none other than ME, CATO SICARIUS!

"I, CATO SICAAARIUS, DO NOT APPROVE OF THESE SHENANIGANS!"

It's just a place holder until the Calgar process is perfected.

Godblight showed us that Guilliman wants to get more hands-on. Sicarius could be leading a Victrix Guard used as a strikeforce, like the Deathwing.

Cato can beat the tar out of most any primaris anyway.

For Apollo Diomedes it was a promotion to go from First (not second) Company Captain to Captain of the Honour Guard, so I'd guess Cato becoming the victrix boss is a promotion as well. (Though, admittedly, BLUHD REHVENS are BOWLED AND FEWLISH.)
