What if all the Zombies just came at once?

In tower defense games, why do the enemies wait until the end when you have much more defense to send in the big guys instead of just right away? Well, we'll see if lifting that limit means if Plants vs Zombies is beatable or not.

Based on the title, I thought all zombies from all waves in a given level (or, for extra craziness, in the entire game) would come in a single wave. Mowers under normal mechanics would trivialize that though, so they would have to still allow more zombies to appear in their respective lanes after they activate, or otherwise be nerfed.
