As a basic tenant of Contract Law, once _consideration_ is dishonored by one party or the other, the contract is voided at that moment. Does a contract between a Citizen and an Administrative Agency have a mandatory termination Or severance option for citizens to exit the _service_ in the absence of mutual _consideration_ ?
