Even after I tighten both the screws to the top, and attach the lower portion, the resistance on the bike is still very loose even at the highest setting. What would I need to do to tighten it?

I managed to assemble my bike and also correctly installed the tension wire, but the difference in resistance during actual exercise when i turn the knob all the way is just negligible. Wondering if I installed it wrong or if this would be expected from these cheaper bikes. Any thoughts?
