Great way to KEEP them as the least developed countries. Look at world before taking advantage of fossil fuels... we used charcoal. Mostly for iron production.... Deforested most all of Europe.... This was just to have a 18th century standard of living. Restrict these under developed countries from energy and they will stay under developed. Its impossible for a country to develop without using massive amounts of energy like the west has already done... While these small countries get choked we will continue polluting way past these "limits" we set up. Might as well be realistic and learn how to live in the new world to be.
