Thank you, Thank you, Thank you. I sure appreciate folk dealing with Exotic invasive species. I have worked in Exotic invasive control for about 15 years. IN, KY, IL, WI & MI.
It is a real battle. Land owners with some initiative, determination, & discipline can do their properties real justice by putting in some time & resources to hit these monsters.
Just a note glyphosate is not too effective on treating buckthorn(common). Garlon 4 ultra by label on base or cut stump in oil carrier is much, much more effective. You are correct about seed bed having viable seeds for a # of years. Good job encouraging land owners to be informed, educated & encouraged to treat their properties.

S. WI land manager here: can confirm! Those buckthorn of yours are so little and cute! We've cleared some that were 2 feet wide at the base of the clump. They grow in clumps of 6-8 trees 4-5 inches each. Tangled mess to try to fell.

Fall/dormant season cut stump treatment is the best landowner method. You can use squirt bottle with a sponge and rag secured over the nozzle for a dabber tool or refillable bingo stamp to apply the glyphosate or tricopyr. Do not dilute. Use 8% tricopyr and 25-40% gly minimum.

Carolina buckthorn (rhamnus caroliniana) is native to the southeast and parts of the Midwest, including Missouri. There are invasive buckthorns too, but it takes some experience to distinguish between native and invasive. UGA forester here (class of '83), who learned buckthorn from Dr. Reinas. :)
