It's not the PP it's the gore. Japan for some reason censors the hell out of gore. See RE2 remake for JP they censor the heck out of that game. While america/west(?) censors panty shots or sexual stuff but gore is A-Okay.

Cyberpunk 2077's genital censorship option should be an industry standard. Game devs need streamers to promote their games and an optional censorship for streamer-friendly mode is a good tool for both.
