I think it's just some rando channel (maybe in Russia) that named itself the YouTube activation URL in order to capitalize on confusion. People searching the URL in the YouTube search bar instead of going to it in their browser, etc. People clicking "subscribe" when they get there out of some misunderstanding because they think it has to do with logging-in their device. You don't need videos to confuse people into subscribing at a time when they're just trying to get their TV to work! 🙂
