People who hurt, torture and kill animals do it because it gives them a 'high' due to the behavioural issues they carry in the form of psychopathy/sociopathy. Most of these people have antisocial disorders, have also killed human beings before, or are killers preparing themselves for action. 
People like Doc's former Landlord who tortured the cat, are not mentally ill but have a sociopathic/psychopathic personality disorder, which due to lack of behavioural study systems in Ghana, has been overlooked due to widespread ignorance about the difference between mental illness and behaviours exhibited during their childhood, as well as adulthood. There are many psychopaths walking the streets of Ghana due to lack of behavioural Science educational systems and institutions...Children who randomly and continually enjoy torturing and killing animals, grow up to be killers.
Mentally ill people do not kill people or living things because, they are genuinely sick, and need care; but psychopaths, sociopaths and sadistic people, are able to blend in with normal people while enjoying multiple killings, until they are exposed or caught. Sadly by then, they've done so much damage and inflicted so much pain on their communities...
