I finally figured out something.

Classic Sonic is the one who represents the younger audience while Modern Sonic represents the teenager, more adult audience. They literally show how the younger and older fans act to Green Hill Zone.

Modern Sonic is actually me arguing with people that want to this Green Hill Zone in every... EVERY SONIC GAME, and it's not giving that Nostalgia feeling anymore, it's just a thing that keeps repeating every single time like an infinite loop.

That's a really important message. Wow. I can respect the Green Hill in Mania (at least they took the old and fashioned some new out of it and made it feel like a breath of fresh air from what we usually get), but Forces is just inexcusable. It felt forced in and even though they added sand and plot relevance, they seriously could've chosen ANY other location on South Island and it would've made more sense.
