Heat don't have a thing in the world to do with refinery or increase in gas prices, it just an excuse being used.

When OPEC increased oil production the price of gas didn't decrease to a reasonable range (2.20-2.40 a gallon). When the global production was flooded they decreased or cut production, now we have this increase in prices. The least little things are used to increase prices, we know prices shouldn't be this high. It will remain along with food prices until November 2024.
