Yes, new generations will always be more powerful than previous generations. However, in a way, going from a 2070 super to a 4060 cannot be considered an upgrade in such a drastic way. You are actually going down a segment
4060<4060 ti<4070<4070 super.

Most important thing is the bus width 256bit vs 128bit 2070 super much better for gaming and half the price ! Undervolt the 2070.

For the used price, the 2070S is a good deal since they can be found for $150ish in good condition. The 4060 still surprises me though as well - really hard to find a good Price to Performance replacement for my son's RX580 8GB (been solid for him for 6 years)
