Well, SCP-3812 can transcend the avatar of their own author so we don't know their level of hierarchy but technically they can beat Tier 0. Tier 0 = Boundless.

well 3812 is at such a high amount of power that it's hard to put him against anything because of how he surpasses an infinite amount narratives every instant so he's really damn op

SCP-3812 is pretty strong but really, no conceivable character can literally transcend the narrative they are in. Its author can say that "it transcends any narrative" but that in itself is a narrative which defines what makes 3812 and thus it is still under that narrative.
