Not necessarily bad fundamentals and low price, if the market cap is very small then it is considered to be a Penny Stock irrespective of the price per stock or fundamentals.
Some penny stocks could have good fundamentals.

Many big companies that I searched across they were so called " Penny stocks" at 90s and early 2000s...what made them biggies is" thinking of the Management ". Shared what I thought😊

Thats the problem. People do not have strong fundamentals and people buy any stock on the recommendation of random youtubers. Recently i've watched so many shorts wherein guys are promoting company stocks which are super super inflated. People buy and when market corrects itself, the stock crashes and people start selling even wonderful companies. Understanding investing is utmost important. Just bcoz a company is good doesn't mean buy it any time and obviously penny stock is literal garbage.

Penny stock also depends on market cap and fundamentals can be good or bad and need not be 1-2rs only, for example a 40-50rs stock of a company having market cap of 200cr and making quaterly profits of 5-10cr(losses in some quarters are acceptable)doing good busniess is a penny stock, if the Market cap increases to 20000cr the stock will become 5000rs, also need to check the capex of the company, how much money they are burning for expansions and what is the result of that, also dont run behing penny stocks cause most of the small companies have lot of irregularities in their financial reportings and we assume they are doing good but sometimes they are not
