This reminds me of the old PTO (Pacific Theater of Operations) game for SNES. In that game you could even design custom ships, using historical hulls, outfitting them with a variety of equipment (torpedoes, guns, AA, engines, armor, aircraft, etc), and late game you had the option of historically designed but never built hulls such as the H-Class or Montana. Its disturbing to me that PTO was released nearly 3 decades ago now.
