The first step is to add the transform effect to both clips and change the scale vales of both clips starting from 150 - 100 on the first clip and 125 - 100on the second clip. to add the blur effect, disable the use composition shutter and increase the shutter angle to 360 and this will create the highest possible blur effect while zooming into the next clip.

To do fast zoom transition in premiere pro

Drag the Keyframes closer and do not forget to select both keyframes and set auto Bezier for a smoother zoom transition but to make the transition slower you can move the keyframes further apart.
