I had the exact same issue with a red tinsel embossing powder I bought a few years ago. Made me so mad that the glitter just flew off. But I saw some videos and they suggested heating the paper from the back first which makes the embossing powder start to melt and kinda “trap” the glitter a little, and then you switch over to the front of the cards and heat as usual. Hope this helps! ☺️💕

Did you try heat embossing the tinsel powder from the back only? Might save some of the glitter! love the card!
