CA is *also* in the process of moving some of the electrical charging to a fixed monthly fee. Since that is a non-bypassable cost (cannot be balanced by production), it is effectively a subsidy from folks with solar to those without. The only way to bypass that fee is to have so much storage that summer storage provides winter electricity. That won't be happening. HERE'S THE REAL DEAL: PG&E/Edison/SDG&E get a statutory 10% ROI on all their investments. They don't invest in home production and they don't invest in transmission lines to move the production around. OTOH, when big solar plants get built in the desert, the electricity *must* be moved, meaning more transmission lines have to be built. They get a 10% ROI on that.
