I used to work for UPS tracking packages and at the time Amazon was our biggest client. Anyway, I learned some items don't have to be in a box to ship, they just need a label. Tires are an example. I could see a shovel being an item that qualifies to be shipped without a box, but they just covered the middle to only protect that part a little.
