How to ZOOM with MOTION BLUR in Premiere Pro

To begin I added a video to my timeline.
First, go to effects panel and search for transform, drag and drop transform effect into your video.
With your transform selected, go to effect controls and under transform, and make sure use composition’s shutter angle is disabled and set the angle to 360.
Now place the play head to where you want to start zooming and click on stopwatch next to scale and position to create starting keyframes.
Move the play head a little forward and set scale to around 300 and change position values so your subject is in the picture, this creates second keyframes.
Now we have this nice zoom-in animation.
Move the second keyframes near to first ones to speed up the animation.
Move the play head to where you want to start zoom out and click on these circle buttons to create 2 keyframes with current values.
Then move the play head to where you want to completely be zoomed back and click on these 2 buttons to reset the scale and position values back to the original.
To smooth the animation, select the first 4 keyframes, right-click on one of them and select temporal interpolation, ease in.
Next, select the last 4 keyframes, right-click on one of them and select temporal interpolation, ease out.
Now our zoom animation is much smoother and blurred.
