to have a painter that plays with magical colors, and wash off all his pallet....it is just sad. Who was in charge of this skin? and decided, "yeah, this is relevant for Hwei"

The only skills that this really could have an impact for is QW lighting bolt and EW the root but they changed the size the the root covers and now it looks distinctly bigger, all the other abilities are shaped very distinctly from each other. They should be easy to tell apart from each other.

I am way late to this, but the issue still persists. Even assuming the skin is not an issue for colorblind people, Hwei is a painter and using only one color is just a really odd choice. His base skin, while the color scheme is also quite uniform, at least it fits his personality. The orange tones provide a splash of color, which is right on theme and imo much more visible (not colorblind, so I can't exactly comment on this). A pop art skin would be amazing, both in terms of visibility and lore accuracy.
