Another question is: when i create bids/proposals, do i represent the sub as if it's part of my business? Do i also assume their past performance?

So you're saying so long as the sub is a small business, and the prime is small business that has no experience in construction, can sub out complete work. The prime can do invoicing. Am i correct?

When bidding on a contract that’s over the simplied acquisition using a sub and it’s state 52.203-6 restrictions on subcontracting sales to the government does prime and sub have to do 50/50 work and 50/50 of the total award amount?
